The following legislation was passed into law during the 2009-2010 session.


Extend the Abortion Reflection Period (H3245).
Increases waiting period from 1 hour to 24 hours.
[Ratified on 06/16/10.]

School Criminal Sexual Conduct (S107).
Makes sex with a student by a school employee a separate crime.
[Ratified on 06/16/10.]

Electronic Securing and Targeting of Online Predator Act [ESTOP] (S973).
Requires social networking websites like Facebook to drop accounts of sex offenders.
[Ratified on 06/07/10.]

Ratify Age of Consent Amendment (S144).
Ratifies the law passed by the voters in 2008 to clarify the age to legally consent to sex at 16.

Prevent Religious Discrimination in School (S134).
Student rights to religious expression in the course of their schoolwork should be clear.
[Ratified on 05/28/10.] 

Foster Care Reform (S1172/H4540).
Strengthen state law in cases of severe abuse and neglect.
[Ratified on 05/12/10.]

Sex Offender Residence Restrictions (H3087).
[Ratified on 06/16/09.] 

Pay Day Lender Regulation 2009 (H3301).
[Ratified on 06/16/09.]

Responsible Fatherhood Registry (H3311).
Makes adopting children easier.

The following legislation was not passed into law during the 2009-2010 session. Of these, the priority bills that failed were Born Alive Infant Protection Act, School Choice Tax Credit Act and Animal Cruelty Act. Bills classified as priority were those on which Palmetto Family Alliance and allies spent significant resources.

Protect All Infants Born Alive (H3342).
Any infant born alive, regardless of the circumstances, should be treated as human.
Status: Passed House and Senate. Died in Conference Committee.

Make Animal Fighting a Felony (H3227).
South Carolina is one of the few states that has not made cockfighting a felony. Cockfighting is associated with illegal gambling and drug trafficking.
Status: Died in House Committee.

Offer School Choice Tax Credit (S520).
Taxpayers who choose private, Christian or home school should have a tax credit for some of their expenses.
Status: Died in Senate Education Committee.

Pay Day Lender Regulation 2010 (S1065).
Closes loopholes in the 2009 law.
Status: Passed the Senate; died in House Committee.

Allow Homeschooled Students to Play Public School Sports (S151).
Tim Tebow was homeschooled in Florida but played public school sports.
Status: Died n Senate Committee.

Eliminate “Common Law” Marriage (H3167).
Only 11 states still recognize this “least common denominator” form of relationship.
Status: Died in House Committee.

No Liquor Sales on Thanksgiving, Christmas (H4451).
The governor customarily does by executive order. This would put the custom in law.
Status: Died in House Committee.
